So I've noticed... It seems like almost EVERYONE on here has either a haki or devil fruit (or both) - haki, from what I've read, is meant to be a more uncommon trait - as it stands, pretty much everyone on here atm has a form of this ability.
So, in order to make things more... interesting? I'd like to impose a limit on the number of people that can have a haki (a certain number for pirates, marines, etc)
This way not everyone who ends up fighting is like "Oh, we can both sense each others' movements and potentially predict what's coming next!" or things of that nature~
Also, even though there are those with both haki AND devil fruit-ness, I think that having ONE or the other should be a general rule unless you're experienced on the site and have been here a while - then, your character may either ingest a fruit or learn/recognize his/her haki power (along with the original fruit/haki they chose when they made their character)

hmmmm that is a good thought.
How about this, opening 'packages'
Package 1: Devil Fruit - You can custom make a devil fruit registering its stages also (Stage may be reduced by a staff member if need be). The devil fruit user can have a basic understanding of 1 haki ability but be unable to use it effectivly, making it useless at this point
Training will be required to aquire Haki as well as improve your devil fruit abilities
Package 2: Haki - You may be experienced in one form of Haki and be able to use it effectivly. Other Forms of Haki you may have a understanding of but be unable to use untill trained for. If you eat a devil fruit IC then start from scratch
Package 3: None of the above - well bravo, your skills and abilities will not have the same restrictions as package 1 or 2 so you can make it intresting. Also special weapons, you can have 3 of these as opposed to the normal 1 allowed for Haki or Devil Fruit users. Bare in mind that if they are still considered OP by a staff member then ya will be asked to alter them
This would mean that characters would need updated to co-inside with the packages
how does that sound?

I disagree with this to be honest. Kenbunshoku and Busoshoku haki are not things that are in any form truly rare once revealed. By the time we know what haki is we found out that everyone who is strong or even interesting in the series has haki ability. It is true though that there should be a massive limit on Haoshoku (I'm thinking reserved for only the top 10-15 % strongest members of the site have access to unlocking it only.) Kenbun and Buso are considered essential fighting tools by anyone who is worth facing and its rarity according to a character's perspective is really dependent on how strong the character is.
What there should be is limits on your skill-set you are able to start with based on the Rank you start out at. This would work much better as this site considers Monkey D Luffy an A-rank. We should all know how under-powered tat would be considered just using that as an example.
We could have it where D-C rank can't start with haki as they are in a low enough power scheme to oblivious of such knowledge. B rank can start out using one, A-rank maybe two. S-rank could have two for sure and potentially the third if the 10-15 % of the site isn't filled up.

And if there is stress about making it so people can't start out with haki then place a rule from henceforth characters have to start at D-C rank at least until it evens out. Remember, everyone has the potential to use the two common haki's. The only one where it has to be chance/fate/destiny is Haoshoku.

I agree with this and that is what I meant when I said " in thought " lol. Also I'm thinking someone should give a small description of the difference in power between ranks. Noob rper's might be misunderstanding in this and that could be a pain in the booty lol.

I would say starting with either devil fruit or haki. But I would say if your going to have minimal devil fruit or haki abilities at the start then both like this I feel would be acceptable. I.e. Second stage of your devil fruit but the ability to sence others... B ut not oredict their movements. Obvioudly if starting iff with a single devil fruit or haki therefore specialising in one or the other. As for the ultimate haki... I recon starting off with 1 member pet category (meaning. Pirate, marines and what not. ) untill members and RP picks up. Then increasing this. Im not saying automatic granting, oh no I think this should rrquire alot of ttaining.
May I also suggest a system that allows a character to increase their rank?

I agree that one should not automatically get both a DF and haki. They should have to choose one or the other and then need to do a training topic or something along those lines to get the next ability or it could go by a training topic and their rank. D rank could only have a DF or one haki, C rank could have a DF and one haki but not being able to fully control of their second choice, B rank could have a DF and one haki while being able to fully control both, A rank could have a DF and 2 haki while only being able to fully control their first 2 choices, and S rank could have a DF and 3 haki while being able to fully control them all. The conquerors haki is the only thing that im not sure about because it is incredibly powerful and it is ALSO incredibly rare. It should require a pretty long training topic or something along those lines on how they found that they could use it. But with this we would also have to require that all new characters would have to start at rank D to make it all fair i think or if someone wanted to be a higher rank it should be reflected in their app. Cuz i think that we have too many high ranks compared to lower ones which equals basically instant power. Someone that has started at rank D and been here for a while and say finally got to rank C would be completely devestated by someone who just joined but started at say rank A, making it a little unfair in my eyes.
